Overview:
Our client, a heavy construction and general contracting company, is seeking an experienced Health, Safety & Environmental Manager to lead their corporate HSE function. This is an office-based role in Winnipeg with regular travel to project sites and company locations across the region.
Position Purpose

Ensure proper systems are in place to manage the development, implementation, maintenance, and continuous improvement of HSE policies, programs, procedures, and training across all company locations and work sites.

Ensure compliance with Health, Safety, and Environmental (HSE) legislation.
What you will be doing:
-
Develop and execute the corporate HSE framework, including compliance monitoring, reporting, and remediation.

Direct activities to ensure all project sites and corporate locations have adequate, qualified, and timely on-site HSE resources.

Ensure compliance with federal, provincial, and local safety laws, regulations, codes, and OSHA reporting requirements; maintain current knowledge of WCB laws, compliance, and reporting.

Oversee incident investigations, compliance audits, and regulatory compliance measures.

Build and lead a collaborative, high-performing team of safety professionals working closely with operations.

Act as the point of escalation for major HSE issues; monitor team effectiveness using metrics and quality assessments.

Oversee development and delivery of the company-wide HSE training program.

Champion continuous improvement of the HSE program to increase efficiencies and reduce risk.

Collaborate with site operations leadership and third-party legal on non-compliances, violations, fines, and enforcement actions.

Oversee administration of the Return-to-Work and WCB Management Programs.

Manage the HSE operating budget.

Oversee Certificate of Recognition (COR) requirements.

Analyze company-wide safety trends and develop prevention strategies.

Participate in project execution planning, providing HSE support and consulting as required.

Review subcontractor protection plans for alignment with company HSE standards prior to work commencing.

Assess and enhance HSE and project leadership competencies; identify areas for improvement.

Recognize and reward HSE excellence; support development of training programs.

Participate in client, project team, and subcontractor meetings on specialized safety requirements.

Arrange and manage third-party reviews and audits of HSE systems, procedures, and workplaces.

Collaborate with the Return-to-Work Coordinator, site leaders, and People & Culture on workers' compensation cases.

Build collaborative relationships with all stakeholders to drive results and project success.
What you must have:
-
10+ years of progressive experience in a Health, Safety & Environmental leadership role within the heavy construction and/or general contracting industry

Bachelor's degree in Occupational Health, Safety & Environmental, or a related field

Designation as a National Construction Safety Officer (NCSO), Certified Registered Safety Professional (CRSP), or equivalent

Deep knowledge of Manitoba, Ontario, and Canadian HSE laws and regulations

Strong understanding of best practices for minimizing safety and health impacts during project execution

Experience in SIF prevention, incident investigation, and risk mitigation
-
Advanced ability to analyze complex data and trends and translate findings into actionable strategy

Expertise in enterprise risk management, insurance processes, claims management, and contractual risk
-
Proficiency with MS Office and related applications

Strong communication, leadership, and relationship-building skills across internal and external stakeholders
-
Ability to give and receive constructive feedback and manage conflict professionally
-
Comfortable operating in a fast-paced, evolving environment requiring critical thinking and adaptability

Must be able to pass a clear security clearance check prior to employment

Must hold a valid Class 5 driver's license
Salary/Rate Range: $120,000.00 - $155,000.00

Position Logistics

Office-based in Winnipeg with monthly project site visits
