Job Title: Project Controls Director - Joint Venture Project Delivery
Job ID: 90318
Location: Ontario, Canada - Hybrid

Overview:
Our client, a major joint venture delivering one of Canada's most significant capital project programs, is seeking an accomplished Project Controls Director to lead the Project Controls function across the venture. Based at the project office in Ontario, this highly visible role will shape the strategy, governance, systems, capability and performance disciplines that support safe, predictable and successful project delivery. The successful candidate will bring deep project controls expertise and, equally important, the leadership maturity to thrive in a multi-company joint venture environment. This is a role for a relationship builder who can create alignment across partner organizations, influence from the project floor to the executive table, and turn complex performance information into timely decisions and actions. What will set you apart: you combine technical credibility with humility, curiosity and the ability to lead through influence, particularly where accountabilities, systems and decision rights span multiple organizations.

What you will be doing:
Lead:

  • Project Controls strategy, governance, standards and operating rhythm across the joint venture scope.

  • Integrated cost management, estimating, budgeting, forecasting, commitment and expenditure control, and cash-flow visibility.

  • Planning and scheduling, including integrated master schedule governance, schedule quality, critical-path analysis, progress measurement and recovery planning.

  • Earned Value Management and other performance measurement approaches appropriate to the project and contract environment.

  • Change control, trend management, risk and opportunity integration, contingency stewardship and disciplined baseline management.

  • Executive and client reporting that provides a clear, accurate and forward-looking view of performance, drivers, risks and required decisions.

  • Project Controls assurance, data quality, compliance, audit readiness and continuous improvement.

  • Capability development, workforce planning and succession across planning, cost, change and reporting disciplines.

Leadership in a Joint Venture Environment
Success will depend on achieving outcomes through trusted relationships, shared purpose and disciplined governance. You will:

  • Promote one-team behaviours, accountability and consistent ways of working across organizational boundaries.

  • Build credibility and productive working relationships across the joint venture partners, client, project leadership, functional teams, contractors and suppliers.

  • Create alignment where priorities, processes, cultures or commercial interests may differ, while protecting overall project objectives.

  • Lead through influence as well as formal authority, navigating a complex matrix with sound judgement, transparency and respect.

  • Communicate effectively with executives, functional leaders and delivery teams, adapting the message without diluting the facts.

  • Address difficult issues early, facilitate constructive challenge and help stakeholders reach clear, durable decisions.

People Leadership and Culture

  • Lead, coach and mentor a multidisciplinary Project Controls team, setting clear expectations and creating an environment where people can perform and grow.

  • Develop current and future leaders through meaningful delegation, feedback, exposure and structured development opportunities.

  • Influence up, down and across the organization, pairing high standards with an approachable and supportive leadership style.

  • Foster psychological safety, inclusion, collaboration, professional challenge and ownership of results.

  • Build a culture that values learning, evidence-based decisions, transparency and continuous improvement rather than compliance alone.

Digital Transformation and Continuous Improvement
Our client has recently implemented EcoSys and upgraded Oracle / OneERP. You will play a critical role in embedding these platforms and improving how the joint venture uses data, processes and technology. You will:

  • Champion adoption of EcoSys, Oracle / OneERP and connected reporting and scheduling tools, reinforcing consistent and value-adding use.

  • Learn new systems and processes quickly, remain comfortable when solutions are still maturing, and help others navigate change constructively.

  • Partner with users, process owners, digital teams and leadership to identify pain points, strengthen controls and improve the end-to-end user experience.

  • Challenge legacy practices respectfully and simplify processes where they do not add value.

  • Use data and technology to improve forecast quality, productivity, traceability, insight and speed of decision-making.

  • Treat system implementation as a business transformation, not solely a technology deployment.

What you must have:

  • Typically 15 or more years of progressive Project Controls experience, including senior leadership accountability on large, complex capital projects.

  • Demonstrated success leading integrated Project Controls on major EPC, nuclear, infrastructure, energy, mining or industrial programs, preferably valued at more than $1 billion.

  • Strong command of cost control, planning and scheduling, forecasting, performance measurement, change control, risk management, reporting and governance.

  • Experience leading sizeable, multidisciplinary teams and developing high-performing professionals and future leaders.

  • Proven ability to work effectively in a joint venture, alliance, consortium or similarly complex multi-organization environment. Direct joint venture experience is strongly preferred.

  • Executive presence and the ability to translate detailed performance information into concise business insight, decisions and action.

  • Working knowledge of Primavera P6, EcoSys, Oracle ERP / OneERP, Power BI and modern project controls data and reporting practices.

  • Post-secondary degree in engineering, construction management, business, finance or a related discipline, or an equivalent combination of education and relevant experience.

Salary/Rate Range: $180,000.00 - $220,000.00
