Overview:
We’re seeking someone with experience in cost estimating as it applies to large infrastructure projects to join our Estimating team based at the company's Edmonds office in Burnaby, B.C. Our Estimating team performs an integral role in the delivery of infrastructure projects at the company. Estimating team members work with cross-functional teams to develop project cost estimates as well as contribute to the planning, scheduling and implementation of a broad portfolio of projects spanning many different asset types. Projects will primarily be related to transmission lines and substations (69kV – 500kV). Projects may be new infrastructure or upgrades to existing assets. Many of these projects support electrification efforts to combat climate change. What you will be doing:

You’ll be responsible for preparation of project costs estimates during Planning, Identification, Definition and Implementation Phases.

You’ll contribute to the success of projects by providing input on construction methodology, schedule, project delivery methodology, project risks, procurement documents, proposal evaluations and contract claims. You’ll provide cost estimate information to support regulatory processes. You’ll prepare work plans and budgets for the estimating work assigned to you and ensure it is completed within the schedule and budget.

You will also review cost estimates prepared by others, including 3rd parties. You will often review the work of, supervise and provide guidance to other team members. Maintaining your knowledge of relevant standards and keeping apprised of industry cost trends are also key parts of this role. You’ll foster the development of team members through knowledge sharing, coaching and mentoring and contribute to internal guidelines, processes, tools and templates.

Understanding the business in which we operate is key for this role. As such, you’ll maintain relationships across the organization and use your understanding of business drivers, policies and procedures to ensure the project estimate is appropriate.

You’ll be able to formally and informally present or answer questions regarding project costs estimates, including communicating with various levels of management within the organization and with external stakeholders.
What you must have:
-
A degree in electrical/civil/structural engineering from a recognized/accredited university.

Candidates with engineering degrees in other disciplines may be considered if they possess the required level of applicable experience for this position.

Preference will be given to candidates with an electrical (power) engineering background.

Registered Professional Engineer (P.Eng) in British Columbia or eligible for immediate registration with Engineers and Geoscientists of BC (EGBC).

'A minimum of 8 years of combined experience in estimating, design, or construction of industrial or infrastructure type projects, preferably on substation or transmission line projects. At least 4 years of direct cost estimating experience (preferably in substations and transmission lines) is required.

Experience preparing full project cost estimates for infrastructure construction projects, including escalation calculations, and risk quantification analysis to determine the contingency)

Thorough knowledge of indirect costs and application of these to Owner’s estimates (preferred)

A solid understanding of the activities that happen at each phase of a project through its lifecycle, from initiation through to project closure. Familiarity with project management methodologies such as is considered an asset.

The ability to develop collaborative relationships within your team, with other parts of your organization and outside of your organization.

Proficiency with MS Office products (including advanced knowledge of MS Word, Excel & and Powerpoint), Adobe Acrobat Professional, Primavera P6, and @Risk. Experience using specialized estimating software is an asset

Strong written and verbal communication skills, including the ability to present and convey technical concepts to diverse audiences and adapt your communication style to suit the understanding levels of the audience.
Nice to have:

Experience working on all stages of a project, from planning through to construction.

Experience preparing substation conceptual layouts based on high level scope and single-line diagrams

Experience in other substation engineering disciplines (Protection & Control, SCADA/Telecom)

Knowledge of civil and geotechnical design work associated with the construction of substations and transmission lines.

Site experience on large construction projects such as hydroelectric stations, substations, or transmission lines
-
Experience in Asset Management/Capital Planning in an environment similar in nature to the company in terms of project complexity and stakeholders.

Experience in reviewing/negotiating contract claims
-
Knowledge of AACE estimating practices and guidelines

Involvement in external organizations as it relates to estimating and construction (i.e. AACEI, BuildForce Canada, etc.)
Salary/Rate Range: $107,000 - $120,000
