Overview: 
The Assistant Chief Engineer will both lead and undertake a variety of assignments in the Engineering and Maintenance-of-Way (MoW) team. This role reports to the Chief Engineer and works closely with the Senior Manager, Engineering Services, Operating, Finance, Business Development, and Mechanical Departments. This role is ideal for an experienced individual who wants to engage with all aspects of railway engineering to drive company success. This position is expected to be able to determine the optimal work location on a day-by-day basis, moving between New Westminster and Abbotsford offices as well as fulltime site attendance when field Projects are in progress.



What you will be doing:

  • Produce rail designs, drawings, specifications, cost estimates, project schedules, tender documents, material procurement, purchase orders and RFQs for railway related capital projects and maintenance programs; 

  • Manage the full project life cycle (concepting, design, procurement, construction, commissioning, operation and deconstruction) of maintenance, capital and billable Projects included in the Engineering Budget; 

  • Manage the flow of communication of and approve engineering applications and permits to access right-of-way, optimizing and automating the process where possible; 

  • Manage the flow of communication of and approve Dimensional and Overload rail traffic, optimizing and automating the process where possible; 

  • Establish and maintain good relations with Consultants, Contractors and Suppliers, including maintenance of a pricing database for commonly used materials and services; 

  • Build and maintain excellent relationships with engineering staff in the communities SRY serves; 

  • Implement and Enforce Engineering Standards to ensure regulatory compliance for all track based infrastructure; 

  • Remain current on all Engineering best practices in the railway industry, reviewing supplier, contractor, consultant submittals and product data to make recommendations to the Senior Manager, Engineering Services and the Chief Engineer; 

  • Use their knowledge and experience to drive process improvement, bringing Project Execution into line with industry best practice; 

  • Coordinate staffing on projects and liaise with all departments to ensure project success; 

  • Manage Engineering inventory, working with finance on inventory counts; 

  • Where required, manage logistical aspects of material purchases;

  • Establish Project Reporting templates and QA/QC Procedures and drive their implementation across the Company; 

  • Develop and enforce safety measures in construction projects based upon industry best practice, risk assessments and permitting/approval conditions; 

  • Drive the focus on Core Values of Safety, Passion, Integrity, Citizenship and Excellence. 

  • Foster an environment of continuous improvement to ensure efficiency and effectiveness in the Engineering Department; and 

  • The ability to complete accurate, detailed inspections of track, bridge, crossing and signal infrastructure would be considered an asset for the candidate.

 

What you must have:

  • High Preference for a Professional Engineer (P. Eng) licensed in the Province of British Columbia, or a Project Management Professional (PMP); or have the ability to obtain one of these designations within six (6) to 12 months of commencing employment. 

  • A Bachelor's degree in an appropriate Engineering discipline. 

  • Broad knowledge of engineering principles, methods and practices as related to railway engineering (Track, Grading, Drainage, Crossings, Signals, Bridges, Structures and Emerging Technologies). 

  • Adept in delivering both Office-based and Field-based assignments. 

  • Minimum of 4 years’ experience working in Railways or relevant adjacent engineering industry. 

  • Minimum of 4 years project management experience. 

  • Excellent interpersonal skills, ability to develop strong business relationships and demonstrated capability of working effectively with cross-functional teams is essential for this role. 

  • Excellent communication, leadership, planning and mentoring skills are required for this role. 

  • Proficiency with MS Office is required for this role. 

  • Experience with MS PowerApps and PowerBI would be considered an asset. 

  • Proficiency with Civil 3D would be considered an asset. 

  • A valid BC class 5 (full privilege) drivers’ license. 

  • The position requires that the individual must be willing to travel locally within the Lower Mainland and Vancouver Island.


Salary/Rate Range: $110,000 - 120,000 base + benefits, 15-20% bonus, 5% matching RRSP and 4 weeks vacation
