What you will be doing:
Fetal Monitoring Request for Proposal (RFP):
-
Pre-RFP Planning
-
Understand current state and challenges
-
Define project scope, budget and success criteria
-
Identify stakeholders and formation of governance model, including Steering Committee, Working Groups, and RFP Evaluation Committee
RFP Development
-
Draft clear and comprehensive functional and technical requirements that:
-
Improve and streamline clinical workflows and efficiency at departmental and regional level
-
Ensure interoperability and integration standards with Meditech and BizTalk
-
Ensure compliance and regulatory requirements
-
Transition requirements of current system to new system
-
Enable patient safety and quality
-
Conform to the company's technical, privacy and security policies
-
-
Prepare other materials and supporting documentation required as part of the RFP
-
Document comprehensive evaluation criteria and scoring matrix
-
Work closely with PHSA Procurement to establish timelines for RFP milestones and identify any potential risks associated with the RFP along with mitigation strategies
Vendor Management
-
Work closely with PHSA Procurement to support and manage communications with potential bidders
-
Ensure fairness and transparency in the process
RFP Evaluation
-
Support the evaluation of vendor proposals based on clinical and technical requirements, pricing and other key evaluation criteria
-
Offer clear guidance and support to evaluation committee members to ensure the evaluation process is conducted fairly and accurately
-
Facilitate vendor presentations and demonstrations based on shortlisted candidates to evaluation committee members and observers
Vendor Selection and Contract Negotiations

Facilitate the process of identifying and reaching consensus on the selected proponent with evaluation committee members
-
Working closely with PHSA Procurement and Contracts Teams and FHA Project team members, support contract negotiations with the successful proponent
Regional Implementation Planning
-
Develop a regional implementation plan and schedule for a phased, regional implementation of the fetal monitoring solution
-
Identify resource requirements and solution integration points
Project Management and Coordination Activities
-
Develop and manage all project management artefacts and activities (schedules/plans, RAID log, status reports, budget/forecasting, meeting agendas and notes, etc.
What you must have:
-
Minimum 7 years recent experience in healthcare with a focus on mapping workflows and developing requirements for integrating complex clinical systems
-
Must have experience developing requirements and solution design documentation, including knowledge of structured methodologies
-
Must understand business modeling techniques/ tools and their integration with technology solutions
-
Possess strong problem solving, analytical, organization and interpersonal skills
-
Possess strong written and verbal communication, documentation and facilitation skills
-
Awareness of emerging IT trends and technologies in healthcare
-
Experience in systems analysis, development, design, testing and implementation on large complex systems
-
Familiarity with healthcare standards and regulations, privacy and security and interoperability standards
-
Ability to navigate complex stakeholder environments
-
Facilitate stakeholder working groups to document functional and nonfunctional clinical requirements
-
Strong knowledge of system architecture, integration and interoperability standards
-
Experience drafting technical specifications and evaluation criteria
-
Ability to translate complex technical concepts into plain language for non-technical stakeholders.

Experience working at the company and knowledge of specific FHA processes, clinical applications and system workflows is an asset
-
CBAP certification is an asset
