Overview:
A leading public-sector transformation initiative is seeking an experienced Project Manager to oversee the modernization of a mission-critical legacy system. This hybrid role is ideal for a hands-on project leader with strong expertise in Texas government systems, agile methodologies, and large-scale enterprise delivery. You’ll manage the STAIRS (State of Texas Automated Information Reporting System) project, supporting the automation and enhancement of key business functions used to track provider cost reports and documentation.
What you will be doing:

Leading full-lifecycle project management for the STAIRS modernization project

Collaborating with internal teams and stakeholders to ensure alignment, visibility, and success

Developing detailed project plans, schedules, and progress tracking tools

Creating project artifacts and documentation aligned with Texas Project Delivery Framework (TPDF)
-
Managing risks, issues, and dependencies across project phases
-
Providing regular updates to executive leadership and state oversight groups (e.g., QAT)
-
Ensuring delivery teams meet milestones, stay within scope, and operate under PMI best practices

Facilitating team meetings, standups, and stakeholder presentations

Supporting the development and implementation of SDLC artifacts with both technical and business teams
What you must have:

10+ years of project management experience in large-scale enterprise environments

8+ years leading modernization efforts for legacy systems

8+ years of Texas state government or similar federal/state project experience

Proven success managing cross-functional teams, schedules, and complex deliverables

Strong organizational, leadership, and documentation skills
-
Ability to bridge communication between technical developers and business stakeholders

PMP Certification (must be clearly listed on resume; verification may be requested)
Nice to have:

Familiarity with the State of Texas Project Delivery Framework and QAT processes

Experience implementing low-code/no-code platforms
-
Previous experience working with Texas statewide systems

Strong understanding of MIRP (Major Information Resource Project) reporting

Agile certification or Scrum Master experience a plus
