Overview:
The Protection, Control and Telecommunications Engineering Division is responsible for engineering the company's P&C and Telecom systems & networks. These systems contribute to a safe and reliable operation of the company's electric system while meeting the performance requirements of system planners, regulators, customers, and other stakeholders. The division contributes to engineering studies, specifications, standards, design solutions, construction documentation, and provides engineering oversight of work done by our engineering service partners. It provides technical support during
procurement, construction, testing and commissioning in the project lifecycle. The division is also responsible for deploying and sustaining numerous regulatory standards, including cyber security standards and compliance practices for Industrial Control Systems (ICS) and telecommunication systems. We currently have an exciting opportunity for Project Engineer Specialist position in the P&C Project Engineering and Commissioning team within the P&C/Telecom Engineering Division. Our Project Engineering team performs an integral role
in the delivery of infrastructure projects at the company. Project Engineering team members work with cross-functional teams
to ensure that project designs and installation are safe, effective, and meet the requirements of the company. This is an exciting opportunity for someone who enjoys working on a wide variety of projects, each with its own unique scope, assets, stakeholders, risks and technical aspects. While the work is based out of Burnaby, you’ll get to travel to the company's facilities located throughout British Columbia and may occasionally travel to other parts of North America and internationally.
What you will be doing:

In the Project Engineer role, you will manage the engineering component (Scope, Schedule and Cost) of large and/or technically complex projects which typically have a considerable profile, complexity and risk. Projects may include work being designed entirely within the companyt, entirely outside of the company, or a combination thereof. Typical projects are Protection and Control centric upgrades and Telecommunication upgrades.

You may perform the Owner's Engineer Lead role on projects where some or all of the engineering work is done by a third party such as an outside consultant or equipment vendor. As an Owner's Engineer Lead, you will coordinate and lead the internal review and acceptance of work designed by a third party.

You will work closely with project managers to manage the scope, schedule and cost of the project. You will identify and manage the project technical risks, including system integration with the existing transmission system and other issues. You work with functional managers to establish the engineering teams on your projects. You establish design and review plans, strategies, schedules and resource requirements for the engineering work on your projects. You coordinate and oversee the development of technical specifications and drawings and may manage engineering consultant's contracts. You work with Construction and Contract Management, the Engineering teams, Quality Management, and Field Operations to ensure that technical support is provided during manufacturing, construction and commissioning and that technical issues are resolved in a timely manner.

You will make or review recommendations and other types of communications to management on complex project matters. This may include presenting to senior management and the executive.

You will coach members of your project teams to help them to resolve issues or advance their work. You may mentor and coach others performing project engineer roles, either within the department or in other groups.

You will assist in the development of department objectives and performance measurements and support the the technical and operational performance of the team to meet these objectives and other business needs.

You will assist in the development and enhancement of engineering processes and workflows, review- procedures, and quality assurance practices

You will proactively undertake and/or significantly contribute to problem identification, risk mitigation, and the development of customized solutions to complex engineering problems considering value, benefit, and risk to the company.

You will chair meetings to address engineering problems, attends and addresses seminars, courses, meetings, and conferences, and prepares and delivers presentations to various audiences.
What you must have:

Bachelor’s or advanced degree in Electrical Engineering recognized by Canadian Universities. Preferred areas of study include computer engineering, control systems, telecommunications, systems engineering, or power engineering.

Registered, or eligible for immediate registration, as a Professional Engineer with Engineers and Geoscientists of British Columbia (EGBC). The individual shall be proficient with EGBC quality management guidelines, continuing education requirements and code of ethics.

A minimum of 10 years of progressive and comprehensive engineering experience in transmission power systems, industrial control systems, telecommunication networks, cybersecurity, or systems engineering.

A minimum of 4 years leading and coordinating multi-discipline design on medium to large projects, preferably on projects similar in nature to BC Hydro in terms of size, complexity and stakeholders.

Candidates for this position will be able to understand the impact of the project on the transmission system and operations, and to understand the interactions and priorities required to deliver multi-discipline projects.

Excellent leadership and communication skills, including writing, are required in order to advance the project, including coordinating and influencing various parties both within the company and with external delivery partners and stakeholders.

Good understanding of Project Management processes.

Experience managing Owner’s reviews of multi-discipline engineering work being completed externally is an asset.

Experience with telecom and/ or protection and control projects is an asset.

Strong knowledge of the company's project delivery processes and design practice is an asset.

Site experience on large construction projects such as hydroelectric stations, substations or transmission lines is an asset.

Engineering experience through the total project life cycle, from conceptual design through to testing and commissioning is considered an asset.
Salary/Rate Range: $127,900 -$161,800
