Overview:
Our client seeks an experienced SQL Programmer to modernize and enhance the Health Analytics Library (HAL) — a Medicaid analytical and reporting SQL data mart. This role is critical in converting legacy SAS ETL processes to SQL and Python, preparing HAL for integration with the new AWS-hosted DSSURS data environment, and supporting future migration to Azure. You will work closely with data management, analytics, and program teams to design, develop, and implement updated ETL processes, improve data architecture, and enhance analytical capabilities for Medicaid claims and enrollment data.


What you will be doing: 
System Analysis & Requirements Gathering

  • Analyze HAL’s current architecture, ETL processes, data models, schemas, tables, and reporting environment.
  • Collaborate with project managers, business analysts, DBAs, data analysts, and architects to identify business and technical requirements.
  • Document detailed system, data, and integration requirements for enhancements.

ETL Development & Modernization
  • Convert legacy SAS ETL code to Microsoft SQL Server (T-SQL) and Python stored procedures.
  • Design and implement modular, maintainable ETL packages.
  • Update Medicaid claims data reports used for actuarial and financial analysis, incorporating changes to national coding standards and Medicaid program updates.

Testing, Implementation & Support
  • Test, troubleshoot, and deploy new ETL processes in HAL’s test and production environments.
  • Implement improvements to HAL’s architecture, dataflows, tables, queries, and reports to enhance analytical value.
  • Provide knowledge transfer to OHA staff to ensure ongoing self-sufficiency.
 
What you must have:
  • 7–10+ years: SQL programming and Microsoft SQL Server
  • 7–10+ years: Python programming
  • 4–6 years: Advanced data analysis and Microsoft Office
  • Experience with Microsoft DevOps, GIT, or similar version control tools
  • Strong documentation and communication skills


Nice to have:
  • 7–10+ years: SAS programming language
  • 4–6 years: Data warehousing experience
  • Medicaid data systems and healthcare analytics experience
  • Familiarity with ETL modernization projects and cloud data migrations

Work Environment
  • Hybrid/Remote: Onsite onboarding required in Salem, OR.
  • Must be available during standard business hours (Mon–Fri, 8 AM–5 PM PST).
  • Candidate must provide personal equipment (computer, monitors, internet, phone) for remote work.
  • All work must be performed in the United States.
