Overview:
The SAP Modernization Program (SAP MP) is a division of the Department of Cyber Security and Digital Solutions (CSDS) and is responsible for modernizing the SAP systems for its client organizations. This is a multi-year, multi-project program. The project is currently in the final phase: People and Payroll. The modernization of the SAP systems involves enabling significant business transformation within the client organizations, with a large focus on business process change and implementing new SAP cloud-based applications. The SAP MP is entering into the People and Payroll phase of the Program which will result in the modernization of human resource and payroll systems for Nova Scotia Health/IWK, the Nova Scotia Regional Centres of Education (NSRCEs)/Conseil scolaire acadien provincial (CSAP) and the Province of Nova Scotia (Province). This SOW relates to one Senior Program Advisor role currently being procured for the People and Payroll phase.
What you will be doing:
Project Scope, Deliverable and Time-Frames

The individual resource selected under this SOW will work as a trusted strategic advisory member of the People and Payroll (P and P) Leadership team, working across CSDS teams, external vendors, and partner departments teams, to provide expert guidance, independent challenge, and executive-level advice through the planning and implementation phases of this program

Providing expert guidance on leading business practices for HR, Benefits, Time, Payroll, and Workforce Management processes, including the application of standard HR/Payroll system capabilities.

Advising program leadership on strategic decisions related to solution and data design, business process alignment, governance, data readiness, implementation approach, and organizational impacts.

Surface gaps between configurations and business requirements and/or operating models; ensuring awareness of pressure points between solution designs, integrations, and implementation approach lead to informed decision making

Challenge unnecessary customization, complexity or deviation from standard SAP capabilities to support long term sustainability and reduce implementation risk.

Provide independent quality assurance and subject matter expertise in the review of key system integrator (SI) deliverables including design documents, functional specs, implementation plans, and related project artifacts.

Supporting program and operational leadership teams by providing analysis, recommendations, and executive decision support on matters affecting related business functions.

Facilitating collaboration across stakeholders to gather information, identify dependencies, and support readiness with internal teams and external partners to support the achievement of project plan objectives.

Advising leadership on industry trends, lessons learned, implementation leading practices, and emerging risks relevant to HR, Benefits, Time, and Payroll functions.

Supporting alignment between to business, technology, implementation partners, and external resources to promote successful delivery of project objectives and deliverables while maintaining focus on quality, value, and outcomes.
Consultant / Department Responsibilities

The consultant’s role is to work closely with SAP MP Leadership, the SAP Service Management Team, Project Managers, client organizations, vendors and PMO staff to ensure successful completion of project activities and deliverables, ensuring that the completed products and associated data capabilities meet client requirements and expectations. In addition, the responsibilities of the consultant include: advisory support to the project executive team, including:

Raising issues to be addressed

Identifying risks and barriers to achieving project milestones and support; drafting mitigation strategies

Contribute to briefing materials (e.g. issues summaries, decision support materials, risk summaries)

Support Delivery and Executive Lead preparation for governance forums, SI discussions, design reviews, and readiness checkpoints

Assist with identifying the need for, and review of, change requests
-
Monitor adherence to operational policies and procedures for the affected corporate business applications
-
Provide independent perspective on whether emerging issues require escalation
-
Support program representatives with readiness assessments

What you must have:
Candidates submitted for consideration under this SOW must fulfill the following qualifications:
-
Senior management / consultant experience in business applications; including implementation, upgrades, platform modernization, with experience in master data structure changes (7+ years)
-
Human Resource Information Systems (HRIS) leadership experience specifically with SAP related projects (7+ years)
-
Prior leadership experience within a large SAP multidisciplinary project in one or more of the following clients: Health, Education, Province of Nova Scotia. (7+ years)
Nice to have:
Preference will be given to candidates who possess the following qualifications in addition to the mandatory qualifications:

Prior experience with systems implementation, integration, and upgrades, specifically, HRIS.

Prior operational responsibilities for HRIS in a public sector context.

Delivery experience in an environment involving multiple external vendors.

Management experience in multi-project, multi-vendor delivery environments.
