What you will be doing:

  • Lead the property assessment system replacement through go live and post production stabilization

  • Build and own the Integrated Master Schedule across all County and vendor workstreams

  • Establish program governance, steering committees, escalation processes, decision logs, and executive reporting

  • Manage multiple implementation vendors, consultants, County IT teams, and business stakeholders

  • Hold vendors accountable for contractual commitments, schedules, deliverables, and performance

  • Review vendor deliverables and invoices and recommend corrective actions

  • Provide independent assessments of program status to County executives

  • Oversee requirements, integrations, data conversion, testing, UAT, training, cutover, and go live

  • Coordinate the County's cloud transition and data center exit

  • Oversee disaster recovery and business continuity activities

  • Manage program budget, forecasts, scope, risks, issues, dependencies, and change orders

  • Lead organizational readiness, communications, training, and change activities

  • Support briefings to the Board of Supervisors when required

  • Mentor County staff and transfer program governance knowledge and processes


What you must have:

  • These are the key screening requirements. Please do not submit general IT Project Managers who cannot demonstrate the experience below.

  • 10+ years of progressively responsible Project or Program Management experience

  • 5+ years of local government experience

  • Implementation experience with CAMA, property assessment, property tax, land records, or permitting systems

  • 5+ years leading enterprise technology implementations or modernization programs with budgets of $10M+

  • Lead PM on at least 3 enterprise implementations through go live and/or stabilization

  • Hands on leadership of requirements, integrations, data conversion, testing, training, cutover, and go live

  • Proven multi vendor program management experience

  • Experience managing scope, schedule, budget, risks, issues, dependencies, and vendor performance

  • Experience with public procurement, fiscal accountability, and regulatory requirements

  • Ability to work onsite in San Diego for key activities

  • Ability to support after hours cutover activities when required


Salary/Rate Range: $55.00- $65.00 /hour W2
