Overview:
Our government client in Regina, SK is looking for a Business Analyst for a 12-month contract, with an option for 2 x 1yr extensions, reference #C19003713. Local candidates are preferred but this position can be remote, anywhere in Canada.
What you will be doing:
The Business Analyst will be responsible for supporting a wide variety of projects across the organization. They will possess exceptional written and verbal communication skills and thrive in a dynamic, fast-paced, and technology-driven environment. Proven experience in effective communication, leadership, problem solving, documentation standards, change management, and quality control is required. The Business Analyst will be assigned to different initiatives as organizational needs arise and may report to various project or program managers, directors, or other leaders depending on the specific project or area of work. This flexible role requires the ability to adapt quickly, build strong working relationships, and deliver results across multiple teams and business areas.

Develop and execute Organizational Change Management (OCM) strategies and plans to support security initiatives and projects.

Conduct stakeholder assessments, impact analyses, and readiness evaluations.

Develop OCM deliverables such as communication plans, training materials, user guides, and adoption tracking tools.

Support business process change activities and ensure alignment between technical changes and end-user needs.

Coordinate with project teams to integrate OCM activities into project and release schedules.

Plan, coordinate, and execute end-to-end security release management activities.

Maintain release calendars and ensure alignment across multiple projects

Facilitate release readiness reviews, approvals, and go/no-go decisions.

Oversee deployment communications, release notes, and post-release evaluations.

Ensure releases are deployed consistently, with minimal disruption to services and operations.

Lead the creation and distribution of internal and external communication artifacts related to security initiatives.

Coordinate communication with partner organizations to ensure consistent messaging and timely awareness of upcoming changes.

Develop communication templates, service updates, release notifications, and stakeholder briefings.

Work with functional leads to ensure messaging is accurate, accessible, and aligned with organizational standards.

Support security change management processes, ensuring proper documentation, governance, and approval workflows.

Facilitate change review discussions and contribute to impact, risk, and readiness assessments.

Ensure changes meet required standards and follow established change management lifecycle practices.

Track and monitor changes to ensure compliance with organizational policies.
What you must have:

Minimum of eight (8) years experience in an OCM, IT Change and Release Management role.

Have at least one (1) of the following certifications
-
Prosci Certified Change Practitioner;

Certified Business Analysis Professional (CBAP)

Organizational Change Management (OCM), Information Technology (IT) Change and Release Management experience in a healthcare setting within the past twelve (12) months.

Resource must be located in and permitted to work in Canada.

Extensive experience in requirements elicitation, documentation, and validation, with a proven ability to produce clear and accurate requirements artifacts.

Have actively participated within the past 12 months in the implementation of either (a) a largescale endpoint detection and response (EDR) project, or (b) a large-scale vulnerability management solution project, involving a minimum of 5,000 protected endpoints, or (c) other large Information Technology (IT) projects directly contributing to enhanced security controls.

Strong communication skills, with the ability to convey complex concepts effectively to diverse stakeholder groups, including executives, clinical teams, and frontline staff.

Demonstrated ability to navigate large, multi-enterprise environments, fostering strong relationships and managing stakeholders with diverse or competing priorities.

Proven conceptual thinking abilities, supported by exceptional skills in communication, facilitation, leadership, and consulting.

Experience contributing to projects involving security, privacy, and the management of personal health information (PHI).

Strong knowledge of Organizational Change Management methodologies, such as Professional and Science (Prosci), Awareness Desire Knowledge Ability Reinforcement (ADKAR), or other recognized Organizational Change Management (OCM) frameworks.

Demonstrated proficiency in release management and/or change management practices within complex IT landscapes.

Previous involvement supporting enterprise security initiatives, IT service management (ITSM) programs, or major system deployments.

Demonstrated experience in communication, documentation, and engagement with a wide range of stakeholders.

Proven ability to collaborate across multiple teams, effectively coordinating work and balancing competing demands.

Working knowledge of Information Technology Infrastructure Library (ITIL) practices, including change governance processes and release lifecycle management best practices.
