Overview:
We are seeking two experienced Senior Business Analysts to support a high-profile digital service transformation initiative focused on improving citizen-facing government services. In this role, you will lead discovery and analysis activities, engage stakeholders, design future-state processes, and help translate business needs into actionable delivery artifacts. You will work in a blended environment that combines structured analysis with agile and iterative delivery practices.

What you will be doing:

• Lead business analysis activities across complex service transformation work

• Analyze current-state processes, policies, systems, data flows, and client interactions

• Facilitate workshops, interviews, and stakeholder engagement sessions

• Document business requirements, process models, and supporting materials

• Develop future-state business processes and service models

• Support options analysis, recommendations, and decision-support materials

• Identify risks, impacts, and dependencies

• Translate business needs into user stories and acceptance criteria

• Support backlog development, refinement, and prioritization

• Collaborate closely with product owners, business owners, and delivery teams

• Support sprint/iteration planning and validation activities

What you must have:

• Minimum 7 years of business analysis experience within the last 10 years

• Proven experience leading stakeholder engagement and requirements gathering

• Strong experience documenting current-state and future-state processes

• Experience preparing business requirements, options analysis, and recommendations

• Hands-on agile business analysis experience (user stories, acceptance criteria, backlog management)

• Experience working with product owners and digital delivery teams

• Comfortable operating in hybrid or iterative delivery environments

• Excellent facilitation, communication, and documentation skills

Nice to have:

• Experience with life-event or citizen-facing service transformation

• Experience in public sector or government digital initiatives

• Experience with human-centred design or service design methods

• Experience supporting digital service modernization

• Previous experience working with provincial government ministries

Salary/Rate Range: $80.00 -$100.00/hr
