Overview:
Our government client in Regina, SK is looking for several Business Analyst for a 12-month contract, with an option for  extensions, reference #C19004433. Local candidates are preferred but this position can be remote, anywhere in Canada.


What you will be doing:
These Senior Business Analysts will be responsible for supporting and leading a variety of projects across the organization, with a particular focus on healthcare interoperability initiatives that enable the secure exchange of health information across systems, organizations, and care settings. Successful candidates will play a key role in leading business analysis activities for complex interoperability projects, collaborating with clinical, business, and technical stakeholders to define requirements, support solution design, and drive successful project outcomes. The successful candidates will possess exceptional written and verbal communication skills and thrive in a dynamic, fast-paced, and technology-driven environment. Proven experience in effective communication, leadership, problem solving, documentation standards, change management, quality control, and the delivery of complex healthcare technology projects is required.
These Senior Business Analysts will be assigned to different initiatives as organizational needs arise and may report to various project or program managers, directors, or other leaders depending on the specific project or area of work. This flexible role requires the ability to adapt quickly, build strong working relationships, influence stakeholders, and deliver results across multiple teams, business areas, and healthcare partners while leading interoperability-related efforts from inception through implementation.

  • Lead business analysis activities for healthcare interoperability and digital health initiatives across the organization.

  • Elicit, analyze, document, and validate business, functional, and technical requirements for projects and operational initiatives.

  • Analyze, document, and validate data mappings between source systems and target solutions, including healthcare interoperability standards such as HL7 FHIR where applicable.

  • Collaborate with business, clinical, technical, and vendor stakeholders to ensure requirements are understood, aligned, and implemented successfully.

  • Facilitate meetings, workshops, working sessions, and stakeholder engagements; document decisions, action items, and outcomes.

  • Analyze current and future state business processes, identify gaps and opportunities, and assess the impact of proposed changes.

  • Troubleshoot and coordinate resolution of issues affecting integration, interoperability, data exchange, and business processes.

  • Develop and maintain business process models, workflows, use cases, user stories, business rules, metrics, and key performance indicators (KPIs).

  • Prepare clear, accurate, and audience-appropriate documentation, presentations, reports, and briefings, including materials for senior leadership.

  • Develop test strategies, test plans, and test cases; coordinate and support system, integration, and user acceptance testing activities.

  • Support quality assurance, implementation, deployment, and go-live activities to ensure successful project outcomes.

  • Write, review, edit, and maintain a variety of business, technical, operational, and end-user documentation.

  • Assist in the evaluation, procurement, and implementation of technology solutions to meet organizational needs.

  • Support organizational change management activities by assessing impacts, identifying stakeholder needs, and communicating project benefits and outcomes.

  • Monitor project progress, identify risks, issues, and dependencies, and contribute to mitigation and resolution strategies.

  • Provide leadership, guidance, and recommendations to stakeholders and project teams to support informed decision-making.

  • Build and maintain effective working relationships across multiple teams, programs, organizations, and external partners.

  • Adapt to changing priorities and support multiple concurrent initiatives while delivering high quality results within established timelines.



What you must have:

  • Minimum of five (5) years experience in a Business Analyst role within a healthcare setting.

  • Minimum of three (3) years experience working on data integration or interoperability projects.

Rated Resource Qualifications/Requirements

  • Proven experience with healthcare interoperability standards and protocols, including HL7 v2 and HL7 FHIR, with the ability to analyze and document data mappings, workflows, and information exchanges between healthcare systems.

  • Demonstrated ability to communicate complex business and technical issues, facilitate stakeholder workshops and requirements-gathering sessions, and build effective relationships across diverse stakeholder groups.

  • Demonstrated ability to translate business requirements into functional and technical specifications for system integrations, data exchanges, reporting, and process improvements within complex enterprise environments.

  • Demonstrated experience leading business analysis activities for healthcare interoperability, integration, or digital health initiatives.

  • Familiarity with one or more major Electronic Medical Record (EMR) or Electronic Health Record (EHR) systems.

  • Proven ability to build and maintain effective working relationships in large, complex, multistakeholder environments with diverse and potentially competing priorities.

  • Proven experience developing test strategies, test plans, test cases, and coordinating testing activities, including system, integration, and user acceptance testing.
